This depends on how your service provider or region rates power. Where I am it does not matter. If you want to know whether or not you're on a flat rate plan, look at your bill.

I live in San Diego California and we have this on peak off peak situation. I’m pretty sure we all have this? Maybe I’m wrong but I didn’t know flat rate was even a choice. I always turn the dishwasher on after 9pm. I work weird hours so I often will use my dryer after midnight and that’s like super off peak lol.
Our electricity provider has several plans. One being off peak savings. Their off peak cheap time starts at 11 pm. So unless you are doing laundry and starting the dishwasher after 11 pm it doesn’t really help. We are not on that plan
I've been on a on peak/off peak, or time of day, plan for 30 years. That's in five states. Where I live now, we have a fairly short on peak time period. It definitely saves money.
We do it at certain times of year – to help ease the load on the system. Like in summer, we'll start it when we go to bed or set the timer on it because there's less pressure. My husband worked for utilities and got in the habit. He was in the plans you talk about too, you betcha. Tech pro and power system nerd. ❤

Our off-peak electric rates are 70% cheaper. Peak hours are 5-9 pm in the winter. 2-7 in summer. Sorry should have said that before.
